318 people's deputies registered in the session hall. Chairperson of the Verkhovna Rada Oleksandr Turchynov announced the morning meeting open.
At the beginning of the meeting, people's deputies again voted for the draft law on the tax and customs control in the free economic zone of Crimea and the peculiarities of conducting economic activity on the temporary occupied territory of Ukraine. 160 people's deputies voted in favour of this bill, 259 deputies adopted the decision to recommit the bill.
Chair of the All-Ukrainian Union "Batkivshchyna" faction Serhii Soboliev made a speech and stressed that the agenda lacks the bill on elections "which received the most votes", and suggested considering it. He also urged to consider the bill on lustration after consideration of electoral issues. S.Soboliev emphasized the need to include the issues on ratification of the EU Agreement and on early elections in Kharkiv intro the agenda.
Chair of the "All-Ukrainian Union "Svoboda" faction Oleh Tiahnybok stressed the priority of issues on lustration, bills on the ATO and on electoral legislation.
The Chairperson claimed the bill on lustration will be considered today.
Chair of the Political party "UDAR" Vitalii Kovalchuk claimed the Parliament should start its work with consideration of the bill on elections, and then consider the bill on lustration.
People' deputies included into the agenda and then adopted with 249 votes the bill on amendments to the Law of Ukraine "On the Prosecutor's Office" re establishing military prosecutor's offices.
The bill on amendments to the Criminal and Criminal Procedure Codes of Ukraine re inevitable punishment for separate crimes against foundations of national and public security, and corruption offences was also included into the agenda and adopted as a basis. The Chair announced a break.
After the break, Volodymyr Lytvyn drew attention to the fate of the ATO participants.
Oleksandr Turchynov informed about results of the Conciliatory Council. In his words, a consensus on electoral block of issues was not reached.
The Verkhovna Rada adopted the Resolution on prolonging the state service of Secretary General of the Verkhovna Rada of Ukraine Secretariat Zaichuk Valentyn Oleksandrovych.
MPs adopted the Law "On amendments to several laws of Ukraine re reforming the management system in the Single Gas Transportation System of Ukraine". According to the Law, functions of dispatcher's supervisory control over the Single Gas Transportation System of Ukraine are performed by the operator of the Single Gas Transportation System of Ukraine that is determined by the central body of executive power, responsible for formation and implementation of state policy in the fuel and energy complex, by the agreement of the Verkhovna Rada of Ukraine. Founder or owner of a company-operator of the Single Gas Transportation System should have over 5 years of experience in managing the gas transportation system on American or European markets.
The Law was adopted with amendments submitted by Prime-Minister of Ukraine Arsenii Yatseniuk.
After the discussion, people's deputies adopted the Law "On Sanctions". The Law determines that in order to protect national interests, national security, sovereignty and territorial integrity of Ukraine, its economic independence, and to prevent violating or restoring the violated rights, freedoms and legal interests of Ukrainian citizens, society or the state, special economic and other restrictive measures (sanctions) can be applied. Sanctions can be applied on the part of Ukraine to a foreign state, foreign legal or physical person, citizens of Ukraine, legal entities created according to the legislation of Ukraine, and other subjects. As it was stressed, the law's text will undergo a procedure of technical and legal refinement before it is signed by the Chairperson of the Verkhovna Rada of Ukraine.
Having discussed the bill on amendments to several legislative acts of Ukraine re identification and registration of animals, the MPs adopted it in the second reading and in entirety.

During the evening meeting, MPs adopted as a basis the draft law on amendments to the Tax Code of Ukraine (re temporary measures during the anti-terrorist operation, which suggests establishing a moratorium on charging citizens of Ukraine, who reside on the territory of the anti-terrorist operation or moved from that territory for the time of the anti-terrorist operation, a fine or penalty for the principal amount of loan obligation indebtedness.
Verkhovna Rada adopted as a basis and in entirety the bill on amendments to the Law of Ukraine "On the State Budget of Ukraine for 2014" (re reallocation of expenditures stipulated for the Ministry of Energy and Coal Industry of Ukraine to support the coal industry).
The bill on amendments to article 1 of the Law "On increasing prestige of miners' work" re workers of potassium and magnesium mines, and the bill on amendments to the Tax Code of Ukraine" (re securing implementation of rights of enterprises, institutions, and organizations of disabled people to privileged taxation) were adopted in the first reading.
